What is a Home Information Pack?

Home Information Packs were introduced primarily in order to speed up and simplify the home buying and selling process together with helping homeowners cut fuel bills and reduce carbon emissions.
The packs are compiled either by the homeowner or by an agent on their behalf and contain two types of documents – those which must be included (the required documents) and those which can be included (the authorised documents). The seller, buyer and the mortgage lender are all able, under the law, to rely upon the HIP documents.

The required documents are:

  • PIQ Form (property information questionnaire)
  • An Index (i.e. a list of the contents of the HIP)
  • A Sale Statement (summarising the terms of sale)
  • Evidence of Title
  • Standard Searches (i.e. local authority enquiries and a drainage and water search)
  • An Energy Performance Certificate (EPC)
  • Common hold information (where appropriate)
  • A copy of the lease (where appropriate)

Authorised documents include:

  • A Home Condition Report (HCR)
  • Additional leasehold information
  • Guarantees and warranties
  • Other searches relevant to the particular area

The pack draws together the normal legal documents and searches relating to the property and its sale, only at a much earlier stage in the process than has previously been the case. Two new documents are included; one is a required document – the Energy Performance Certificate or EPC; the other – a Home Condition Report or HCR, is currently an authorised document.

The sellers cost of providing the HIP on their own property will, in most cases, be offset by the fact that most of the searches and title enquiries will have already been carried out on the property they are intending to buy.
The Home Information Pack will not solve all the problems associated with buying a home, but it will remove or minimise many of them.

Do you need a pack?

Although the vast majority of properties will require a HIP when placed on the market, there are some exceptions listed below. If you are in any doubt as to whether your property will require a HIP and require further clarification then please contact us or your legal representative for advice.

You do NOT require a Home Information Pack for:

  • Properties where there is no marketing (e.g. a sale to a member of your family)
  • Non-residential properties
  • Seasonal and holiday accommodation
  • Mixed sales (e.g. a shop with a flat)
  • Right to buy and similar sales
  • Sales of portfolios of properties
  • Properties being sold with other than vacant possession
  • Unsafe properties and properties to be demolished

What happens once I have placed my order?

Once your order has been placed, an appointment will be made for one of our team of Domestic Energy Assessors to visit your property to produce an Energy Performance Certificate, this is one of the compulsory documents for inclusion in the HIP and the only one where we will be required to visit the property.
During the EPC assessment it is very important in order to generate an accurate report that our assessor has information and unrestricted access to the following areas if applicable to the property:

  • All storeys of the property
  • Roof void
  • Main heating boiler
  • Any secondary forms of heating
  • Gas meter
  • Electricity Meter
  • Programmer for heating
  • Hot water cylinder
  • Room thermostats

For most properties the inspection will take around 1 hour, large or complex properties are likely to take longer. Because of the need to undertake an external inspection of the property and to take photographic evidence, it is necessary that the inspection must be completed during daylight hours.

Once this has been compiled, the remaining components of the HIP will be ordered and the pack will be forwarded to you upon completion via your preferred method of delivery.
